Authorize the City Manager to negotiate and execute a contract agreement for the Credit Union of Texas Event Center Commercial Concession Services with RS3 Strategic Hospitality for a management fee in an amount not to exceed 4% of gross revenue plus 5% of net profit after expenses for an initial three (3) year term with an option for two (2) one-year renewals.

Effective September 1, 2025, in accordance with Texas Government Code Section 551.043(c), the City of Allen Proposed Budget for Fiscal Year 2026-27 is posted at www.AllenTX.gov and the Taxpayer Impact Statement for a Median-Valued Homestead tax bill comparison is posted as follows: MEDIAN-VALUED HOMESTEAD: $495,846 FY2025-26 (Tax Yr 2025) Estimated property tax bill at the current tax rate of $0.415400 (per $100): $2,059.74 MEDIAN-VALUED HOMESTEAD: $492,609 FY2026-27 (Tax Yr 2026) Estimated property tax bill at the proposed tax rate of $0.414700 (per $100): $2,042.85 FY2026-27 (Tax Yr 2026) Estimated property tax bill at the No New Revenue tax rate of $0.395579 (per $100): $1,948.66
